                Directions
                
                                            - Fry bacon until crisp.  Cut into small pieces.
- In stock pot, add potatoes, onions, celery, carrots, water, salt, pepper, and sugar.  Cook uncovered until vegetables are tender.
- Mix 3 Tbsp flour with 1 cup milk.  Add to soup.
- Add the remaining milk.
- Simmer entire mixture until it thickens, stirring occasionally.
- Add the cream and bacon.  Adjust the seasonings as needed.
